In 2007, the Governance Committee retained Dr. Jerry Kenny to serve as the Executive Director of the Platte River Recovery Implementation Program. Dr. Kenny formed a company (Headwaters Corporation) for the purpose of providing a staff to assist in implementing Program activities.
